Queen's Confirmation of Ordinance 18 of 1871 - an enactment of very great importance containing clearest instructions as to Emigrant ships. I, therefore, intimated that I would be satisfied if the defendant paid a penalty of £100, and all costs incurred. – Those terms were gladly accepted, and the suit was withdrawn on the part of the Government.
I have now only to suggest to Your Lordship the advisability of drawing Lord Granville's attention to the conduct of Her Majesty's Consul at Swatow, which certainly seems as it stands to require explanation.
5. For the future there is every hope that under the powers given by the Ordinance already referred to both Emigration Officers and Masters of Ships will comply more rigidly with the intention of the Imperial Legislature.
